The tab for claiming soverignty does not appear if you are not part of an alliance therefore a solo corp can not claim soverignty of a system. Its not enough just to put the POS up you need the tick box ticked which is in this part of the UI.

The tesmpest and its uber sniping ability with 1400mm howitzers needs nerf'd if anything. wrecking shots of 2400-2500 at 150km+ distance is stupid and at that distance your pretty safe from other ships so you don't need any real tank.
